    The Global Environment Facility (GEF) — a financial mechanism for providing grants and lax credits to recipient countries for the projects and activities aimed at resolving global environmental problems. The GEF was established in 1991. The UNDP, the UNIDO, the UNEP and the World Bank are the partners implementing GEF projects.

    The United Nations Development Programme (UNDP) — the United Nations’ global development network. UNDP operates the Project Support Office in the Russian Federation since the beginning of 2011. UNDP Country Office has been transformed into a national project support office at the end of 2010 due to the completion of the Country Programme for 2008-2010 and acquisition by the Russian Federation the status of the international donor-country.

    The Ministry of Transport of the Russian Federation — a federal executive body responsible for drafting and implementing government policy and legal regulation in the field of civil aviation, controlling airspace and providing air navigation services to airlines operating in the airspace of the Russian Federation; aeronautical search and rescue; maritime, domestic water, rail and motor transport, urban electrical and industrial transport; and road infrastructure.

Goals and objectives    

This is how we’ll be able to reduce transport’s negative impact on the environment:
    • Work out arrangements to stimulate the use of environment-friendly vehicles.

    • Lower the vehicles’ power-consumption rate in Russia to the level of advanced countries.

    • Reduce automobile vehicles’ negative impact on the environment.

    • Promote the use of fuel-efficient vehicles with low motor fuel consumption.

    • Improve the system aimed to check normative environmental performance of the vehicles when registered in Russia.

    • Replace municipal automobiles with electric and hybrid vehicles, including CNG vehicles.

    • Promote the expansion of the alternative fuel station network.

    • Provide financial and legal support aimed at promoting the production, operation, circulation of and lower prices on electric and hybrid vehicles in Russia.

    • Assist to establishment of the legal and regulatory framework for promoting low-emission automobiles and sustainable systems of public passenger transport in Russia’s medium-size cities.

    • Disseminate information on and replicate the project’s best practices and results in other cities of Russia.
